I’m not the PP but why do you think this is dispositive? There are plenty of things people aren’t allowed to do for the good of society that individuals might want to do.

Surrogacy is being limited more and more worldwide because of issues of exploitation and harm to the resulting babies. That has very little to do with feelings of specific individuals. [/quote]

You simply want something and need a woman to give you that. You don’t care about any of these woman. It’s only about what you want and how you can get it.
