It's also a little more complicated than that - VPA for example is 5 different programs - voice, instrument, dance, art and theatre. Those programs have different slices of that final 250 number. So there are 306 possible nomination for dance, instrument, art, etc. The dance program has way less kids than the voice program out of the accepted 250, but they probably don't actually get the full 306 state level nominations either. Where voice on the other hand, probably gets most of the quota submitted.

Also, for the academic programs each county is guaranteed accepted one slot so as to spread the wealth. So if your the only kid applying from some small county, you're 100% getting in. But if on the other hand your from a large county like Fairfax, your chances are much lower since you are competing against all those other applicants.[/quote]
