[/quote] It is my understanding that the reason for the "sketchy" gift shops is that both the Council and the DC population voted in favor of legalizing pot. However Congress passed something saying DC could not pass any laws to regulate the selling. So DC ended up in a place where pot is legal but they can't regulate the actual selling of it in any way. Thus the creation of these gift shops that sell pot without actually selling pot to get around the Congress-led rules. I'm not sure what DC proper can do about pot laws since they aren't able to pass any laws to regulate the selling of pot. So here we are.[/quote]
