Yes, because briefing and background documents for calls, etc. are the main type of “classified” documents he would have outside a SCIF. Someone was supposed to collect all the documents but some ended up mixed with other documents in a folder or a box. There is nothing suggesting Biden intentionally took the documents from a secure facility and then claimed that they belong to him, not the government. Trump did both of those things for hundreds of classified documents. [/quote]

It is an informed opinion based on experience. They haven’t revealed what is in the documents but briefings for calls or meetings may be classified because they contain information based on or verified by confidential sources. These are the kinds of documents that can get commingled with unclassified documents. [/quote]
