Yup if a kid has musical or artistic talent and wins something in a contest or something, you would congratulate him/her. If a kid is athletic/fast and make strack and field team, you would congratulate him/her. If a kid is smart and makes AAP, I would congratulate him/her.
A child learns music through lessons and practice. A child learns to run faster through practice. A childs IQ is largely coded in their DNA. If a child is not academically gifted, no amount of practice or had work will make them so...in fact the children who are academically gifted often learn without practice or hard work. It makes sense to congratulate someone on something that they worked for or achieved. It doesn't make sense to congratulate them on something that they are not able to influence themselves.
