OP, verify that the fence is on your property and then take him to small claims court. Likely he just said that because he doesn’t want to pay. You already had a survey done pre-fence and provided it to the installers. Verify and sue him. He is being nasty for no reason, he could have provided the landscaper info and did not. His statement regarding ownership indicates to me that he has no argument that the fence wasn’t broken by his contractors, only that he doesn’t have to fix it because they broke his fence. Verify and then settle this in court.
There is a lot of misunderstanding about surveys here. Someone said surveys done when you buy a house aren't real surveys - that's incorrect. A survey isn't a piece of paper. People are most likely confusing a survey with the the plat they were given when they bought a home. The plat shows measurements and dimensions of a property but is not a valid document to determine property lines. Most plats even state that on the document. The surveyors left markers at least at the corners and there should be metal pins that can be found with a metal detector. One can also pay to have additional pins put in along their property line. Op's neighbor could show her the pins from his survey. Op should get a new survey of that side of her property and have additional pins put in. She will not prevail in any legal situation without better proof that the property is hers.
