Yes.  The affluent do it all the time across the city.  You are supposed to be legit, "domiciled" as your main residence... but wealthy wypiple (not solely, but mainly) have cheated the DCPS system for some time.  Fall in line.  Inequity perpetuates itself.[/quote]

No.  It's "primary residence," in laymens terms (or domiciled in legal terms).  It's so people won't use their grandparents' address and say they live there.  You also can't use ownership, ironically, to prove you are in a zone.  It's funny that you don't see even if it were, technically, within the rules, how this is unethical or inequitable at best.  Nothing I write here will stop it... It is what it is.[/quote]
