Why would the passenger speak out? Who would they speak to? Internalize this: the outcome is going to be that the driver made a mistake and it was an “accident.” there will be no repercussions- maybe a speeding ticket. And the investigation would have to involve consideration of the street configuration and design that allow for speeding. Nobody wants that because they all want to keep their free street parking and ability to drive fast in the middle of residential and business districts alike. [/quote]
