DCPS has a problem. They have lots of high schools that not a lot of people want to go to, and a small number of high schools that a lot of people want to go to. They haven't been able to make the existing low-enrollment schools more attractive. If they add more schools like the ones that are attractive they get criticized for promoting inequality.
