Civil rights for a minority should never be put on a ballot.  It should not be up to a majority to decide the civil rights of a minority.  That's how Jim Crowism came about.  That's why interracial marriage bans were allowed.  That's why Asians were not allowed to vote, own property or defend themselves in court until the mid 1900's.  Minority civil rights should be granted by the government because they will not become accepted by the majority until they are actually in practice and the majority becomes acclimated enough that they no longer deem it to be "unnatural" which always seems to be the case when the majority denies civil rights to a minority.
