The estimate ACPS gave was probably too high, but to go through tens of thousands of emails for everyone in the school district for a two year period, which would later require them to be read one by one to be sure you do not violate FERPA in fulfilling a FOIA request would take thousands of hours. They would probably have to hire someone to come in and do only that for months. I am somehat surprised that to do the same for for the shorter period of time was only $1,500. Maybe start with emails more directly related to the question at hand and expand it if you find something you think needs more research.
