Well what was requested was unreasonably broad. The estimate ACPS gave was probably too high, but to go through tens of thousands of emails for everyone in the school district for a two year period, which would later require them to be read one by one to be sure you do not violate FERPA in fulfilling a FOIA request would take thousands of hours. They would probably have to hire someone to come in and do only that for months. I am somehat surprised that to do the same for for the shorter period of time was only $1,500. Maybe start with emails more directly related to the question at hand and expand it if you find something you think needs more research. [/quote]m
