A speed limit is LIMIT and has nothing to do with stopping at crosswalks. I drive in DC all the time and I drive defensively and am constantly scanning to see if there are pedestrians approaching crosswalks. If that means I drive 20 MPH on 16th street because I don't have a full picture of the intersection then so be it, even though the limit is 30MPH there. [/quote]
