Not PP, but TJHSST wasn't created for educational purposes.  It was created for marketing purposes by the county Board of Supervisors when the BOS was controlled by Republicans courting west coast defense contractors to rent space in suburban office parks.

Yeah - both of these were excuses to deny funding to schools that had a lot of Black and Hispanic kids based on the idea that if they were performing at a lower level on standardized exams, it must be the fault of the teachers in the classrooms. Rather than, you know, substandard housing, food insecurity, parents needing to work multiple jobs to keep the family afloat, etc. Which of course, caused teachers to fly away from those schools, and so on and so forth.
