Elaine Tholen made sure that didn't happen. Langley could take some of the apartments in Reston, and cede some of its single-family neighborhoods in Reston and Herndon to South Lakes and Herndon. Tholen's predecessors made sure that didn't happen, either. When the School Board undertook the South Lakes study, one of the considerations was "the socioeconomic characteristics of school populations," with FCPS staff noting at the time: "There are significant disparities in the socioeconomic characteristics of schools in the study area. The effect of boundary changes on these characteristics should be considered with the goal being to provide balance among the schools to the extent practicable." Neighborhoods zoned to Westfield, Oakton, and Madison that might have preferred to stay put were moved to South Lakes, but Tholen's predecessor made sure Langley was scoped out of the study.
