It might be illegal to chase a scooter, but that is not why he died. He died because he was not wearing a helmet. Period.

Police have procedures for a reason, because bad procedures lead to deaths. This has been studied for over 50 year. Chasing a moped is against regulations because it leads to deaths. They know this. They knowingly broke regulations and caused a death, which they know is probable.
