My understanding is that chloroquine was used experimentally for SARS and MERS, so there was prior experience with it for similar coronaviruses.

I read somewhere that it had been observed that coronaviruses generally (remember they cause the common cold) are far less rampant in Africa and someone somewhere along the line a while ago hypothesized that it could be because so much of the population takes choloquine for malaria. So it became one of the treatments tried for SARS and MERS.
