North Carolina states that a landlord for a residential property has an obligation to provide running water. [/quote] Well your law school failed you because NC Department of Natural Resources rents cabins and yurts all over the state. And water is provided in this instance. The kid will have the exact same access to water as the other kids. I've stayed in cabins in Buxton, NC and they did not have electricity or water. [/quote]
