It's bad. I have seen blatant physical assaults go unaddressed, the perp still walking free right after it happened (on school grounds, during school hours, on crystal clear school surveillance). You have to depend on the police to do something, and that doesn't always happen. These parents better lawyer up and go after each and every one of these families involved. Hard. I hope they win.
