Thats not how the program works. The HR rep even confirmed this and it also says it in the OPM regulations. If they already have a federal job then they don't get the preference. This is what the HR rep told us "To receive Priority Program Preference for Military Spouses, your sponsor must be active duty, you must have PCS'd with your sponsor to the new duty location, listed as dependent on the orders, married to the sponsor, and currently not employed as a Federal Employee". Notice how she left out the part about spouses who are married to 100 percent disabled veterans. To me that  says she isn't aware of what the program even is, OR hopes we don't. [/quote]
