Actually that's a very common statistical distribution in general. The top 10-20% of [whatever] buy/use/pay/drink 70-80% of [whatever]. Also, it's absurd to say that the rest of Montgomery County lives on the rich people, but if the rest of Montgomery County actually did, it would be foolish to reduce the rich people's taxes.
