I think we should try to be clear. The point is not ONLY to get students BACK to school. The point is to get student to be in school. Punishing those who do not attend, may not help much in getting them back. However, it does help to prevent others to escape school. i.e. for some students, punishing them means nothing. But for most students, the punishment still means something in stopping them from breaking the rules.
I think we should see some evidence that the punishment was effective, before we decide to reinstitute the punishment policies.
Isn't that common sense? There are students who simply love school and eager to go, there are also students who hate school and would want to skip school whenever possible. There are also students in between. When there is no punishments for not going to school, certainly you would have a lower attendance rate. I am not saying punishment is the best way to deal with this (not saying it is not the best way either, just don't want to discuss this when I don't have concrete data), but it is certainly something that can have some effects.
Common sense =/= evidence. Lots of things that are "common sense" turn out not to be true. Also, your assumption here is that the primary reason for students' skipping school is that they hate school. What if that's not the primary reason?
No. I am assuming most students are in between (love and hate) school. Those who hate school will not be affected much by these punishments. The punishments works on those in between.
