The height restriction actually isn't based on the Washington Monument at all, but rather based on the width of the street that a building is on. The idea was to keep the city low-slung and "airy." Er no.  It was based in response the building of the Cairo.  The height limit on the widest streets was set a few feet below that, and on other streets below that.
