I did not attempt to analyze, even in broad qualitative terms, the value of the (paid) weekday parking, or the opportunity and operating costs related to the facility. My assumption is that A. The garage exists for weekday parking purpose B. It is open to the public on weekends and that the only question at issue is whether to charge a small parking fee or to have it continue to be free. Certainly as downtown Bethesda develops further, it would make sense to consider putting the garages on the market for development. Presumably those with the fewest spaces per developable acre of land, first.[/quote]
