The group Jadis was working with is very sophisticated - helicopter, code systems, communication plans, medical equipment - in their efforts to stay above (including literally, with the helicopter) the walkers. The Whisperers are more primal, they seem to have embraced the walkers as their own, wearing their skin and walking among them.[/quote]
