State of Emergencies are called only to bring in extra services and federal support if needed.  This emergency declaration allocates $2 million to pay for the response and security provided by state services should it be needed (which it is not currently).  This order was done by the State's Governor (Northam - D) as a prophylactic measure because the last governor (Terry McAuliffe - D) so botched up the Charlottesville riot in 2017.  Nothing is happening in Charlottesville.  No march permits have been granted. Everything is quiet. State emergencies are often called even pre-snow storm to let the state avail itself of state resources should it need it.  The calling of a state emergency means absolutely nothing except that the local police can call in support throughout the state should they need it.
