No, it's not the third choice for most of the applicants (I'm assuming you mean UVA and W&M) because VT is a tech school.  It attracts an entirely different type of student, as it should.  Think of students applying to UCLA, Berkeley and Cal Tech.   VT is the best tech school in the state so it's no. 1 for those who want to do engineering, architecture, nutrition, animal husbandry.
