It's just a bigger discrepancy between other learners and this subset. That's what makes it annoying. Yes, they should be dinged if they aren't performing up to the average of the state. It's another thing to ding a school like Langley or Madison for having children who perform way about the average including various subgroups, but just have a higher delta between groups.[/quote]
