[/quote] ACA is not standalone funding for private health insurance. The Obama administration taxed group plans and moved dedicated pay ins for medicare to CHIP plus other maneuvers. They are now interwoven in a web of accounting, taxes, transfers. There is funding in the ACA for community health centers. Check out CCI in Maryland.
