my prediction is there will be a lot of exceptions year one, especially for the younger teams. Those teams that have a lot of exceptions will do less well than those clubs that permit fewer exceptions. Then in year two, the clubs will acknowledge that they gave too many exceptions and didn't do as well as they could have, and will give out a lot fewer exceptions. So, a 2-3 year transition process in my mind.
I thought a lot of playing up exceptions also until ECNL and all these clubs started applying pressure to play on age. And around tryouts, parents of Aug-Dec kids will worry about playing time when they see the bigger/older kids shoving if they play up an age group which hurts their chances of furthering their playing careers. The bench is the youngest too often to ignore.
There will be more exceptions than a normal year, but, as you note, they will mainly be at less competitive clubs (i.e., USYS). The other thing that seems to go overlooked in these 'play up' discussions is that you also have to be good enough to actually do it. Remember, there will be older players, now playing on age, playing with the former team. Plus outside competition from older players. So there will be downward pressure from across the board to play in your age bracket even if you don't want to.
