No, Arlington has this published:

I had heard anecdotally that they were going to try to keep kids on grade at Arlington.  Anyone else hear that?[/quote]

No reason to guess, they litteraly have this on their website. Plus this:

Q: Is registration based on your grade in school?  
A: No it is still based on your date of birth to determine the age group you will play.  A child held back a year in school, will not be impacted.[/quote]
