An abuse of power would be pushing this through without a vote at all, which as PP pointed out was what was done in Texas, Missouri, Ohio, and North Carolina. And Utah voters passed a statewide resolution against gerrymandering, then the legislature threw it out, and the Supreme Court had to restore the normal nonpartisan map favored by the voters.
