[/quote] Regulations require ANY commercial driver to be able to read English, regardless of your own language (ie an English speaking citizen is still supposed to be able to read). and this was the case before Trump was elected. Reading not required for non-commercial licenses. But it is certainly possible to be able to read a language at a sufficient level for something like driving and still require an interpreter for spoken communication especially for legal purposes. I could probably read a Spanish regulation manual and converse at a basic level but I would not want to be in a police station or courtroom where Spanish was the language without an interpreter.
