A book used as a standard study for a particular topic or interest) and read up on how this works. "We" don't get to "develop a campaign" to shape the cabinet. (Well, I mean, "we can" but most of us recognize a giant waste of time when we see one.) Picking cabinet members is the privilege of the President-elect.
