They hate each other since the recession and the council's refusal to approve the maintenance of effort requirements. This is the first year in a long time they approved higher funding, and that was to reduce class size. They took a partial raise away from the union do it. OP, a lot of the funding structure for schools is tied up by state law. Like the maintenance of effort law. Like the fact the state used to pay teacher pensions and then dumped it all in the county. Like the fact Hogan is withholding education funds in a fight with the General Assembly. Like the fact Hogan won't spend the cash in the Aging Schools program. But they (State) are spending $5 million on scholarships to private schools. Go figure. Local government, across the state, approves funding for the local public schools, but they don't have much say on how it's actually spent. And they have much less say on state dollars. State money is almost 30% of the school budget. Now if you are talking about slowing development, that's a different issue. Vote them off. It's faster. [/quote]
