Usually this is a function of the size of the school or public/private. I thought OP was public because of the grade question (I would have presumed closer parent contact and more coordinated effort by the school if the child was a senior at a private). And, as to whether an I or a C is better, that may be a decision best made with the counselor. I would be inclined to go with I's for all core courses with a side note since quarter grades are awfully early.
