I guess reading comprehension is not your strong suit. You seem ti have missed the part where this is not just a DC problem:

Or the part where DC is actually offering something other cities don't:

Washington is one of the few cities that promises to house any family with minor children and no place to sleep. Three-quarters of those families are placed in hotel rooms on the city’s dime.[/quote]
