I am not sure about federal but I was able to get Arlington county deferred for vacation.  I literally paid for the trip the day before so I had proof.  I was able to defer from July to Sept.  They even let me pick the week.  It was so much better and gave me plenty of time to figure out back up if I was selected (which I wasn't)
