It could be like the other poster said that the neighbor kid would be bugging your kid every chance he could if the parents let him. Neighbor parents could have said to the kid - you cannot bug neighbor-kid all the time. You can ask if he wants to play with you ONLY IF you see him outside playing. Otherwise DON"T bug them. So you see the neighbor kid as coming around every time you're playing basketball, but it could be that neighbor kid is limiting his interactions to only times he sees your kid outside playing.
