After a few years, a student without the language background just can't catch up. However, according to the law, charters aren't allowed to test in, based on language ability. Would it make sense to let in a student with the skills? Yes, but they can't sort by ability, so they'd have to let in anybody. Then that child would likely fail and it would be a sad situation for everyone. It's an unfortunate waste, but that's the way it is. [/quote]
