Many haven't been further from DC than Baltimore in their lives. The non-resident families I've worked with are generally actively trying to avoid government assistance or attention and are a different issue than the 1300 DC children currently living in fleabag motels on the city's dime. I for one am glad that the human rights violation that is DC General will be closed in favor of smaller shelters in other parts of the city.
