Like if I were making the update, I would have said, "We will do everything we can to ensure major roads are cleared and that emergency vehicles are available for such and such...however, to do this we need to insist every vehicle be off the roads...". Instead, she goes straight into, "Our plows are on the street, but they cannot do their job ...". She spends no time whatsoever talking about the services they are committed to provide.[/quote]
