Other things you can ask for, but might not get: 6 hours leave per pay period instead of 4 (based on prior non-federal service), student loan payment or a recruitment incentive (getting rarer these days I hear). You can also delicately ask the people hiring you what the likely path would be to a 13 or 14 for you.
