as a paint contractor i would want to know whats on there now for the cost of the prep work on any stain areas, that would tell me what type of stain i need solid, penetration or a gel stain. ($5-$8 per lin ft (Stain) as for painting the price is going to be around the same per lin ft, Although if your painting any wood (If you don't want to do it again in a few years) I would prime wood with a oil base paint with 100% acrylic latex on top.

PS make sure you use the right type of sand paper on it as the wrong one will block the pours in the wood and the stain won't  penetration the wood, I usually use 120 on final sanding. Wipe it down prior to any application of paint or stain

Hope this helps, always good to get a estimate from a couple painters, ask as many questions as you can think of this will help you find the painter that knows what hes doing
