Professors still have tenure, it is just not in the State Constitution anymore. However, the Board of Regents passed a measure protecting tenure. This really makes it no different than most other states and it doesn't affect protessors in the least. As for competitiveness, Wisconsin actually went up several spots in the rankings this year.
