Hmmm. I don't they showed anyone dead that didn't become a walker, unless they were shot in the head. 
It reminds me of TWD season 1, where there were flashbacks to Shane getting out of the hospital. He hid Rick and escaped while the army? Police? Shot the medical staff. 
They are scared of the virus. Best way to have a virus and zombie free zone is kill everyone. [/quote]
