Doing a non weight bearing exercise repeatedly won't get you much bang for your buck. Your body is going to deposit fat where it is going to deposit it. (For me, I have little to know fat on my butt and thighs - they are rock hard - but my midsection is prone to gaining fat.) Don't worry about thigh - and butt- specific exercises - find an exercise that you like that challenges you. For home exercises - P90X and T25 seem to get good reviews.
