Short answer - yes. They email anyone who looks like they might be a potential fit because the more people that they contact, the better the chances of finding a great candidate. Recruiters usually don't get paid unless they place someone, so they want to find a good someone for the slot.

It can't hurt to start a conversation. At the very least, the recruiter then knows what you are looking for if something else comes along and it doesn't cost you anything but a few minutes on the phone.[/quote]
