Not if they don't belong to one
Then where are they getting bar or bat mitzvah'd? Israel?
Rent-a-rabbi. There are For real rabbi's that cater to the unaffiliated. They tutor...oh and they are usually the ones that do mixed marriages. If you are affiliated with a congregation, they will hook you up. At the Shul we belong to, there are about 110 B'nai Mitzvah per year, and there is a whole bunch of tutors. We pay a fee to the temple, and the temple assigns a tutor. This is really a good way to do it, as the temple can be more flexible with the payment arrangements (they pay the tutors directly) so that the economically challenged members are not shut out of the process. (For example, I was battling cancer when my DD was going through the process...less work and higher expenses were hard on the budget, but the temple just reduced our fees without reducing our services. Thank You TRS!).
