JMU, GMU, CNU, VCU are all excellent options for in state.
JMU is really hard to get into from northern VA high schools. GMU is less desireable b/c most kids want to "go away" to school. I think CNU, VCU, ODU, Radford and Longwood are all "B" student territory.
I don't think JMU or GMU are that tough to get into from NoVa high schools. Some of the statistics might suggest otherwise, because they are safety schools for a lot of "A" students who end up going to UVA, W&M and VT. I'd say CNU, UMW and VCU are good bets for "B" students," and that just about any NoVa kid who is on track to graduate can get into ODU, Radford and Longwood.
A students aren't going to Tech. That's in the middle tier with JMU. UVA and W&M / VT and JMU / CNU, Mason, VCU, etc.
