Sandy Point State Park. It's on the bay, not the ocean, but it's beachy enough for a toddler if all you're looking for is a day trip close by.
We go to Sandy Point every summer for day trips and DS has a blast. He gets to play in the sand, we have a picnic and he gets ice cream from concessions. Pretty much preschooler heaven. I knwo some folks complain about the socio-economic/class status of the crowd, but from my experiance it is just a bunch of families having fun. We also like Assateague (which is quiet in the summer) but no hotels there, camping only. We are looking into Chincoteague this summer. Hotels there and a wildlife refugee with a beach. From waht I heard it is quiet. But no boardwalk or restaurants on the beach. Just wilderness.
